Vietnam – Russia signed the agreement on building the nuclear electricity factory

In the morning of 31/10/2010, President Nguyễn Minh Triết chaired the ceremony of meeting and discussing with President Medvedev. After the meeting, the two leaders witness the signing ceremony of a series of cooperation documents between Vietnam and Russian Federation.

The two leaders highly appreciated the cooperation efficiency in the energy field, expressed their pleasure with the signing of Inter-governmental Cooperation Agreements on building the nuclear electricity factory in Vietnamese territory and other important cooperation agreements. For Vietnam’s nuclear energy community, this is an important progress in the implementation of nuclear electricity program, to follow directions of operating the first nuclear electricity factory by 2020; in 2030 it is expected the total capacity of nuclear electricity is about 15,000 MW, accounting for 10% of the total electricity capacity nationwide. Also in the nuclear electricity field, Vietnam Electricity Group (EVN), Russian Atomic Energy Group (Rosatom) and Group A4 of Russia signed the tripartite Cooperation Agreement on the economic and technical feasibility study of the project on building the nuclear electricity factory in Vietnam.

In MOST’s side, there are two signed cooperation documents in fields of intellectual property and nuclear safety.

Mr. Ngô Đặng Nhân – Director of Department of Radiation and Nuclear Safety and Mr. Nikolai Kutin – President of the Federal Agency for Environment, Industry and Nuclear Supervision (Rostechnadzor) signed the Cooperation Agreement on the legal and regulatory aspects of radiation and nuclear safety in using atomic energy for peaceful purposes. On the basis of this Agreement, the two parties would carry out activities of formulating legal documents, training human resources, implement appraisal activities for granting permits, examining, investigating and ensuring the safety for building and putting into operation of the nuclear electricity factory in Vietnam.

The two leaders said that economic – commercial cooperation and investment between the two countries haven’t been equivalent to potentials and desires of the two countries and not as high as at levels of strategic partners.

With that spirit, the two parties agreed to continue improving the legal basis for bilateral cooperation; discussing measures to implement high-level agreements, improving more the efficiency of economic-commercial cooperation and investment, especially energy cooperation, striving for increasing Vietnamese – Russian commercial turnover to USD 3 billion by 2012 and then to USD 10 billion by 2020.

In order to achieve this objective, the two parties have committed to create favorable conditions for Vietnamese – Russian joint-ventures and companies as Rusvietpetro, Vietsovpetro, Gazpromviet and Vietgazprom, which are expanding the petroleum exploration and exploitation in territories of Russian Federation, Vietnam and third countries to operate efficiently. The two parties have agreed that it is necessary to actively promote possibilities of soon signing an agreement on establishing a free trade area between Vietnam and Russia and other countries under the Taxation Union, putting Vietnam – Russia Fund into operation in order to promote commerce and investment between the two countries. At the same time the two parties need to soon agree on measures for implementing timely big energy cooperation projects, especially the project on building the nuclear electricity factory in Vietnamese territory.

In order to strengthen economic and commercial relations equivalent to relationship potentials, the two parties would be actively promote possibilities of soon sinning the Agreement on Free Trade Area between Vietnam and member countries in Taxation Union within the framework of Asia – European Economic Cooperation Organization (Russia, Belarus and Kazakhstan).

On the same day, leaders of Vietnamese and Russian Government issued the common Press Release of Vietnam and Russian Federation on results gained from the official visit paid to the Socialist Republics of Vietnam by the President of Russian Federation.

1. Cooperation Agreement between Governments of Vietnam and Russian Federation on building the nuclear electricity factory in Vietnamese territory.

2. Agreement between Governments of Vietnam and Russian Federation on Energy Cooperation.

3. Agreement between Governments of Vietnam and Russian Federation on mutual protection of rights for results of intellectual activities which are used and acquired during the bilateral cooperation in terms of military techniques.

4. Agreement between Governments of Vietnam and Russian Federation on cooperating and supporting administration in customs field.

5. Cooperation Agreement on laws and justice between Vietnam’s Ministry of Justice and Russia’s Ministry of Justice.

6. Cooperation Agreement in fields of telecommunication, information technology and mass medial between Vietnam’s Ministry of Information and Communications and Russia’s Ministry of Posts and Mass Media.

7. Cooperation Agreement on the legal and regulatory aspects of radiation and nuclear safety in using atomic energy for peaceful purposes between Vietnamese Agency for Radiation and Nuclear Safety and the Russian Federal Agency for Environment, Industry and Nuclear Supervision.

8. Cooperation Agreement on establishing Vietnam – Russia Investment Fund between Vietnam Investment and Development Bank and Bank for Foreign Trade of Russian Federation.

9. The Memorandum of Understanding between Vietnam Petroleum Group and Foreign Petroleum Joint Stock Company of Russian Federation within the framework of Vietsopetro Joint-Venture Enterprise after 2010.

10. Cooperation Agreement between Vietnam Electricity Group (EVN) and Russian Atomic Energy Group and Group A4 on the economic and technical feasibility study of the project on building the nuclear electricity factory in Vietnam.

11. Memorandum of Understanding between People’s Committee of Ba Ria Province and the authority of self-controlled territory of NeneskiRussian Federation.

12. Cooperation Agreement between Vietnam – Russia Friendship Association and Russia- Vietnam Friendship Association for the 2011- 2015 period.
