The Signing Ceremony of Memorandum of Understanding on Industrial Property between Viet Nam National Office of Intellectual Property and Belarus’ National Center for Intellectual Property

On October 26, 2016, the Signing ceremony of Memorandum of Understanding (MOU) on Industrial Property between Viet Nam National Office of Intellectual Property (NOIP) and Belarus’ National Center for Intellectual Property took place in the NOIP’s Office.

Attending the Signing ceremony, on the NOIP’s side were Deputy Minister of Science and Technology, concurrently Director Tran Viet Thanh, Deputy Director Le Ngoc Lam together with representatives from the Office’s departments. On the Belarus’ side were the participation of Mr. Petr Baltrukovich, Vice Chairman of Belarus’ Committee for Science and Technology and Mr. Dmitry Gil, the Consular of Belarus’s Embassy in Viet Nam.
 


The leaders of the two agencies discussed about the signed Memorandum of Understanding

Delivering a speech in the Signing ceremony, the Deputy Minister concurrently Director Tran Viet Thanh expressed his pleasure with the signing of the MOU on Industrial Property between the Intellectual Property agencies of the two countries and considered this event to mark a new S&T development step between Viet Nam and Belarus.

The Deputy Minister also believed that the MOU establish a stable and long-term cooperation mechanism as well as create favorable conditions to ensure the protection and enforcement of intellectual property rights, as well as support businesses of the two countries with development of intellectual property. Especially in the context that the Free Trade Agreement between Viet Nam and Eurasian Economic Union would be effective from October 05, 2016, the two parties would find many cooperation potentials and opportunities for the coming time.

The Deputy Minister proposed that after the MOU would be signed, the two parties would discuss to work out specific cooperation plans for implementing the Memorandum of Understanding on Cooperation.

The MOU on Intellectual Property has been developed on the basis of the agreement between Leaders of Viet Nam’s Ministry of Science and Technology and Belarus’ S&T Committee for Science and Technology within the framework of the session of Viet Nam - Belarus Committee for S&T Cooperation in November 2015. The MOU consists of 10 articles, in which cooperation fields are focused on activities of exchanging information, experience and practices of industrial property protection; improving awareness of the public on the intellectual property; and developing human resources.
