I. DIRECTIONS
1. Promoting researches on social sciences and humanities, especially basic theoretical issues for the country’s modernization and industrialization cause and the international economic integration; developing and improving the theoretical system on Vietnam’s way towards the socialism; providing enough the scientific foundation for planning of the Party and State’s guidelines, directions and policies.
2. Speeding up basic researches in fields of natural sciences, social sciences and humanities; paying proper attention to applied-oriented researches for the socio-economic development demands and fields at which Vietnam is strong.
3. Strengthening research and development capacities of domestic technologies, mastering modern technologies, quickly increasing the competitiveness of some key products, speeds and the quality of growth of enterprises and the whole economy.
4. Widely using technical advancements and technologies appropriate with rural and mountainous areas, paying proper attention to especially difficult areas and ethnic minority areas in order to bring into full play advantages of these areas, create more jobs, increase income and improve local people’s life.
5. Focusing on the development of S&T staffs which are adequate in the quantity, strong in the quality and of the international level. Pushing up the speed of modernizing the S&T infrastructure to reach the average advanced regional level.
6. Continuously investing strongly in scientific research and technology development for the national defense and security.
II. OBJECTIVES
1. Improving the country’s S&T potentials to reach the average advanced regional level by 2010. Increasing the S&T volume in Vietnamese-trademarked products, creating basic changes in the productivity, quality and efficiency in some important economic branches.
2. Providing adequately and timely the scientific foundation for the country’s industrialization and modernization cause, serving for the development of the socialist-oriented market economy and the successful integration into the regional and global economy.
3. Improving the level, quality and efficiency of domestic research works, increasing the number of research works to reach the international level equivalent to that of advanced countries in the region.
4. Focusing on developing basic technology and product technology, serving to increase the competitiveness of key products. Assigning 50% of tasks of key S&T programs at the State level to be used and served directly for production and business. The remaining tasks server for increasing capacities of selecting, acquiring, mastering, adapting and improving technologies which will be used for the period after 2010.
Developing the technology market, ensuring values of technology transactions to reach the average target of 10% per year.
5. Making significantly breakthrough changes in using and developing high technologies, modern techniques and new technologies, serving directly for the implementation of strategies on high-technology use and development and establishment of some economic and high technology industries.
Speeding up the construction progress to soon put Hoa Lac High Technology Zone into operation. Intensifying investment attraction to S&T activities and high-technology development, finishing the construction of Ho Chi Minh City High Technology Zone by 2010.
6. Establishing high-level S&T staffs, who are capable of organizing researches and solving national key S&T tasks at the international level; operating effectively some national key laboratories. Establishing around 100 groups which carry out researches and find technological know-how as the basis of the establishment of S&T enterprises.
III. KEY SCIENCE AND TECHNOLGOY TASKS
1. Social sciences and humanities
Carrying out basic researches in social sciences and humanities and management science. Studying to make clear new issues of development models and the way towards the socialism. Developing synchronizedly regulations of the socialist-oriented market economy in our country. Forecasting development trends in the region and the world for socio-economic development strategies, ensuring security and defense in the international integration context. Providing the scientific foundation for the comprehensive development of Vietnamese people and culture, managing the social development in the country’s industrialization and modernization process.
2. Natural sciences
Focusing on basic researches in some fields at which Vietnam is strong such as mathematics, physics, chemistry, mechanics, life science, terrestrial science. Especially paying proper attention to applied-oriented basic researches for supporting selection, acquisition, adaptation and improvement of advanced technologies imported from foreign countries, and then creating Vietnam’s technologies.
3. Technology sciences
a) Information – Communication technology
Studying and improving the level of using information-communication technologies to be equal with regional and international levels in fields of posts, telecommunications, banking, finance, tourism, trade, energy, transportation, defense, security.
b) Biology technology
Using widely biology technology in agricultural production, aquaculture, medicine-pharmacy and environment protection. Carry out researches to develop product technology for the establishment of biology industry.
Focusing on researching, mastering and using in practice some high technologies in fields of gene decoding, production of new-generation vaccines, original cell technology.
c) Advanced material technology
Focusing on researches to use advanced material technologies to produce steel, special alloys, polymer and composite materials, electronics and photon materials.
Researching nano material technology and mastering medicine–biology technology, material manufacturing technology.
d) Automation, mechanics and machinery technology
Using integrated technologies, developing techniques of intelligent and parallel robots.
Studying technologies of designing and manufacturing mechanic-electronic controlling systems; developing techniques of imitation, making virtual samples, number controlling technology in mechanics, knitting, tailoring and shoe-making ect..
Initially implementing some new research directions as micro mechanic-electronic and nano mechanic-electronic systems.
đ) Technology in the energy field
Studying to use new types of energy and recycled energy, technology of using safely and effectively energy. Researching technology solutions to safely and effectively exploit traditional types of energy.
Developing technologies of manufacturing energy mechanic-energy equipment as complex of hydro-electricity equipment, electro-conductivity systems, high-pressure electricity equipment.
Studying to use radiation energy and S&T issues for the construction, management and safe operation of nuclear electricity factors.
e) Preserving and processing technology of agricultural products and foods
Researching and using preliminary processing technologies on small and medium scale, post-harvest preserving technology and advanced processing technology in order to increase the quality, added values and strengths of agricultural products and foods, especially some products which have advantages and potentials for exports as rice, marine products, coffee, tea, cashew, rubber, meat products, milk, vegetables, flower, fruits, fruit juice, vegetable oil.
g) Cosmology technology
Researching to acquire remote sensing technology and global positioning technology for information and communications demands, surveys and management of natural resources; monitoring the environment; preventing natural disasters; planning on land use and territory; raising and catching marine products; positioning means of transportation; and serving the national defense, security and international integration.
Building capacities of designing and manufacturing some land receiving and broadcasting stations, air flying equipment as the basis for the establishment of cosmology technology industry and the development of information and communication technology.
IV. ORGANIZATION AND IMPLEMENTATION
1. Assigning the Minister of Science and Technology to be responsible for:
- In Quarter II of 2006, organizing the summery of the implementation of State key S&T programs for the period from 2001 - 2005.
- Chairing and coordinating with relevant Ministries, ministerial agencies, agencies under the Government, the People’s Committee of provinces and cities under the Central government to decide lists, objectives, content, plans and guidelines for the implementation of State key S&T programs for the period from 2006 to 2010 to fulfill directions, objectives and key S&T tasks stated in Article 1 of this Decision.
- Chairing and coordinating with the Central Theoretical Council to decide objectives and content of research programs of social sciences on political theory, ideology and the Party’s development.
- Guiding Ministries, ministerial agencies, agencies under the Government, the People’s Committee of provinces and cities under the Central government and mobilizing S&T staff force nationwide to fulfill objectives and key S&T tasks stated in Article 1 of this Decision as regulated by the State’s Law on Science and Technology.
- Regularly supervising, checking, monitoring and reporting to the Prime Minister the progress and efficiency of the implementation of State key S&T tasks and programs.
2. Ministers, heads of ministerial agencies, heads of agencies under the Government and Chairman of the People’s Committee of provinces and cities under the Central government are responsible for developing and organizing the implementation of 5-year plans and annual plans of Ministries, branches and localities according to directions, objectives and key S&T tasks stated in Article 1 of this Decision and guidance of the Ministry of Science and Technology on the efficiency of investment from the State budget in S&T activities of the Ministries, branches and localities.
3. The Ministry of Planning and Investment and the Ministry of Finance develop the annual plan on investment development capital and capital for S&T cause on the basis of agreement with the Ministry of Science and Technology on the investment content to ensure the implementation of directions, objectives, content, key S&T tasks for the period 2006 to 2010.
