In the meeting, the Vietnamese side introduced the preparation for building the nuclear power plant, Currently, VARANS has defined two most important roles which is the development of legal and regulatory documents and training of human resources.
Regarding the development of legal and regulatory documents, it is expected to issue the circular on the location of the nuclear power plant. Then MOST would guide VARANS to draft 6 norms on ensuring location safety, related natural elements, activities of human beings, possibilities of radiation spreading,… Based on that, the circular on general regulations on should be re-developed on safety for nuclear power plants and related norms.
VARANS’s representative said that it was expected by 2014- 2015 the first nuclear power plant would be built. However, as the basis for Vietnam’s investor to negotiate with foreign partners, it is necessary to have legal and regulatory documents available 1 or 2 years before, at the latest2013 it should have all the system of these documents. The development of the documents is mainly based on documents issued by the International Atomic Energy Agency (IAEA), however, IAEA’s regulations are often verygeneral, and Vietnam needs support from other countries on this issue.
Mr. David Edmondson thanked Vietnam for sharing the information and expressed the UK’s willingness to support Vietnam in terms of nuclear, including training of human resource, development of nuclear legal framework. In November there would be two UK missions relating to nuclear coming to Vietnam and it is hoped that the meetings would be initial steps for the cooperation in nuclear in the future.
Deputy Minister Le Dinh Tien welcomed UK’s companies as agencies relating to atomic energy and nuclear power coming to Vietnam. Currently issues of human resource and development of legal and regulatory documents are very important, so Vietnam needs support, learning and experience sharing from counties experienced in this field.
